修正後の挙動
    -t の進化:
        ルールが1つの場合: ./ipfn -t だけでそのルールの疎通確認をします。
        スペースなし: ./ipfn -t17 が動きます。
    スイッチ無視の解消:
        while ループ内の shift 処理を見直し、-f を含めたオプションが確実に評価されるようにしました。
    追加時の -f:
        ./ipfn 80:10.0.0.1:80 -f とすると、疎通確認をスキップして即座に終了します。
